Tom:

All I see here is a train wreck.
I can't reconcile the two positions.

And, as in Social Security there are transition costs--keeping adults reading in one system while the other system(Spellings) gets up and running.

It will be interesting to see what the new VIA finally looks like.If people really do continue to write, to demonstrate, and enough congresspeople want the cuts restored, then there is an assumption that the old system will prevail. But now there is a new structure, one that won't support the old system

OK, now the components you mentioned in the AELS: there are three.

1) Life skills teaching = first chance for many adults (health care, money management, etc.)

2) Immigrant education--ESL.

3) Learning upgrades = life-long learning, could take place in the workplace.

(I think this is how you are describing the components.)

Then there is the community college piece--CAAL--which as of now is the only piece that links Washington to state economic and education plans, and only exists in some states.

Because of the growing wealth disparities in our country, I think that NCLB will have a hard time succeeding. Poor people, not enough money, violence, drugs--kids who come from these situations need much more than schooling to succeed.

And at 16 years, teenagers can drop out, be pushed out.

Does anyone here see anything other than chaos? Have I misstated something.....?

Andrea
