It looks as though "From the Margins to the Mainstream" is the way the president intends to go, with a little different configuration than what most folks had in mind when Tom coined the phrase--or maybe not.

I remember the president talking about community colleges last spring/summer. Then Spellings was appointed. Then when did high schools come up?  The inauguration?  Followed by 2 reports critical of high schools, one by ETS in Feb, the other by Achieve Inc, a business organization, which gave its report in conjunction with the Governors' Conference, also in Feb.

If you draw a little diagram of what Daphne reported, you can easily see how all the educational programs are scooped up and into one educational effort.

So we have the app't of Spellings, the definition of the problem, the change of structure, and the transitional program from high schools to community colleges reported by Hal.

CAAL's publications on community colleges is kind of a model for what could happen throughout the country in all the states.
