God, what dreamers they are.  Thank goodness for educational reform.  We are
getting more and more 16-21 year olds in our programs than ever before.
Unless they decide to better fund No Child Left Behind, it will provide
adult educators with even more job security!

Three weeks ago I attended a workshop on CCTI, 
http://www.league.org/league/projects/ccti/index.html .  CCTI is a high 
school to community college transition project funded by OVAE and OVAE 
staff were panelists and discussants.  At the workshop I got a new 
perspective on how the Department of Education perceives adult 
literacy.  The logic seemed to be as follows:
No Child Left Behind will prepare students for High School.  The extension 
of NCLB to high school will result in much more rigor.  Consequently, there 
will be fewer drop outs and secondary school students will be prepared for 
community college.  Transition programs like CCTI will make sure they get 
to community college, and because they are prepared, they will 
succeed.  Adult literacy will wither away. Community college developmental 
skills and adult literacy were referred to as "remedial" programs.

I have nothing against CCTI. Indeed, I was impressed.  I do believe, 
however, that there is a logic behind NCLB that does not bode well for 
adult literacy and this logic may have permeated OVAE.
