I hope all of you are also educating your congressmen about Even
Start (family literacy). Since Even Start includes adult education,
a zero budget for Even Start also represents a cut to adult ed. The
president has made Even Start the poster child for his domestic cuts
saying that it doesn't work. (The follow-up study to the Third
National Even Start Evaluation (2001) is now available at the IES web
site <http://www.ed.gov/about/offices/list/ies/ncee/index.html>.) As
you read this report, you may want to check out the critique of the
original study that is found on the Goodling Institute for Research
in Family Literacy policy page
<http://www.ed.psu.edu/goodlinginstitute/goal_3.asp>. We have also
provided another policy brief on the same web page that discusses the
impact of family literacy as well as a response to the President on
his proposed zero-funding for Even Start. We hope that these
resources will be useful to you as you write to your legislators and
invite them to visit your programs. It will take a grassroots effort
to save both Even Start and the funding for adult ed. Thanks for
your efforts! Nickie Askov, Goodling Institute, Penn State
