I'll tell you one reason why the medical model is used.  

David Rosen spoke once (wrote) about the PAIN that adult learners feel from not being able to read.  Art LaChance has written many times about the affect of his students as they come in the building for the first time--sweating bullets.

Pain has two dimensions, physical pain, and suffering.  When we use the word "pain" we do not distinguish.

Does this make sense to you?  To anyone?  Feels right to me, but  I could be all wet.
