Spellings Announces New Education Department Chief of Staff
New deputy chiefs of staff also named
U.S. Secretary of Education Margaret Spellings today announced the
appointment of David Dunn as chief of staff for the Department of Education.
Prior to his appointment, Dunn was special assistant to President Bush for
domestic policy at the White House Domestic Policy Council, where he handled
all areas of education policy from early childhood through higher education.
Secretary Spellings also announced the appointments of Emily Kertz Lampkin
and Robin Gilchrist as deputy chiefs of staff.
Regarding Dunn's appointment, Secretary Spellings said: "David Dunn's
experience and expertise make him an outstanding addition to the Department
of Education, and I have complete confidence in his ability to inspire and
lead. He has been invaluable to the success of the President's education
initiatives and is a trusted adviser who will continue to play a key role as
we embark on the crucial years ahead for education reforms."
Prior to joining the Bush Administration, Dunn was associate executive
director of the Texas Association of School Boards, where he was an expert
on school finance and school accountability issues. Prior to this, he spent
15 years with the state of Texas as an education and fiscal policy analyst
and was a leader at the education policy center that developed the blueprint
for the Texas school accountability system in the 1990s.
Dunn earned a bachelor's degree in political science from Baylor University
and a master's degree in government from the University of Texas at Austin.
He is a native of Fort Worth, Texas, and lives with his wife, Renee, in
Washington, D.C.
Emily Kertz Lampkin has served as the Department's director of No Child Left
Behind communications and outreach for the past two years. Prior to this,
she was deputy director of public affairs at the U.S. Department of
Commerce. A Missouri native, Kertz Lampkin earned a bachelor's degree in
history from the University of Missouri and lives with her family in
Virginia.
Robin Gilchrist has served as a liaison to education associations at the
Department for the past year. Prior to this, she was the director of the
Texas Family Literacy Center and also served as assistant commissioner of
education under then-Gov. George W. Bush. A Texas native, Gilchrist earned a
bachelor's degree in economics and English from St. Edwards University and a
master's degree in public affairs from the University of Texas. Gilchrist
and her husband live in Washington, D.C., and Denver.
