Andrea, I can't judge what is the highest priority.  The old adage
"politics is the art of the possible" certainly applies.  We should spend
maximum effort where and how it will do the most good.  Only someone
familiar with the issues AND the personalities and strategies of lawmaking
can judge that. I trust Proliteracy and NCL activists, among others,  are
hard at work and await their advice.
