Donna,
I was able to take a decent look at the beginning portions of the
article while at lunch. I'll try to read the whole piece carefully by
the end of the week
In its postpositivistic orientation, it certainly seems to be
challenging the operative assumptions of the What Works Clearinghouse's
interpretation of science, at least to the extent that I understand the
article and the Clearinghouse's intellectual assumptions.
I also seek to address these issues from a somewhat different way in a
web-based essay "Postpositivist Scientific Philosophy: Mediating
Approaches accessed here:

illustrative discussion on the relationship between learning how to read
and broader-based literacy acquisition.

P.S. My book, Conflicting Paradigms in Adult Literacy Education is
accessible to a larger audience than this somewhat abstract, though I
would argue, not insignificant piece that I spent about four months
writing.
