On that question, let us reflect upon it in light of National Education Goal # 6 initiated under the auspices of President George Herbert Walker Bush and the nation's governors:
"By the year 2000 every adult will be literate and will possess the knowledge and skills necessary to compete in a global economy and exercise the rights and privileges of citizenship."
1. If that was a serious goal, we are behind.
2. If that was just rhetoric, what does that say about "us," that is, a government based on "we the people?"
3. If the goal has changed or been cancelled, when did that happen, who decided, on what basis?
4. If it is still operative, what is to be done, particularly by the institutional body that articulated it in the first place?
