That is a big issue.  Whether it's hosted by a CBO or by learners themselves many of us face the same problem getting the attention of the community and the education representatives alike.
 
Have you heard of Archie Willard from Eagle Grove, Iowa?  He's a lurker (sometimes commenter) on this listserv.  He probably would relate the most to what you have as a concern -- probably been there, done that.  He is one of the learners who got VALUE off the ground.  Perhaps he will respond and give you some ideas about how they overcame those barriers.

the average adult literacy student. Here in New Orleans, The ALIVE 
GROUP(Adults Initiaing Voices for Education) is attempting to enligten as

Literacy Community ( Organizations , teachers, funders, and providers,etc.)

How do we hold those in charge of helping and supporting adult learners 
accountable?

or How do you make Activism, Advocacy and Accountability the real 
evidence-based research by which a literacy organization or program is 
truely measured? I welcome everyone's input.
