Nancy,
It strikes me that that ProLiteracy Worldwide is exactly that--a widely repsected national and international organization. Surely other states are able to accommodate your program's methods and incorporate your figures into the state tally so your CBO would receive federal funds. I should think that a state agency would be delighted to include your work in its figures! How much latitude do states have, anyway? And what about state funds?
What do other states do who have ProLiteracy programs? This lack of funds is a real hardship for your adult learners, those you have and those who might be taught.
