David,
For big ESL states, EL/Civics is part of the WIA appropriation but may be
handled as separate contracts. CBOs are very involved in EL/Civics.
Also, a small but significant number of both adult education contractors and
Even Start contractors have Community Development Block Grants through
municipalities.
Many Even Start projects tap NCLB Title 1 Part A funds.
