Additionally, are we talking about a finite number or a continuing need? The initial legislation seemed to present a finite number of adults as potential students.
Programs are built, developed and evaluated differently according to finite or continuing need. Evaluation on a continuing need basis could probably best be likened to the cyclical need for house repair, rather than a race to a finish line. As a New Englander, you know that in the summer we prepare for winter, then in the spring we evaluate how we have done, and hopefully we do better the following year.
Are you thinking of continuing capital investment, or operating expenses? Or a mix? Even a good school needs upkeep and the occasional new roof. I am interested in understanding how you see this.
Some honest clear thinking on this issue would be welcome. "Entrenched interests" are often cited for reasons programs continue past their need. People want to keep jobs, researchers want to continue research, schools want to survive.
But there is a time for everything under the sun, and if we are to accelerate success, we need to face the winter of testing and the spring of evaluation.
