What about the assessments?  I don't understand your question.

Seems not so many people enter the programs and a lot leave.

How do I tell if a program is working?

What's the problem?

How would you change this?  What needs to change?

How do I know when someone is literate?

How do you know when you have succeeded?  More to the point, how will I know?
