OK, I'm a legislator. You've convinced me that adult literacy is a good thing, and I've got money. I am perfectly willing to support spending that money on adult literacy if it can be shown that the money will actually result in literate adults.

How are you going to make the connection? How are you going to do it?  If you can't show me how you are going to do this, you don't get the money.
