Good morning,
The Maine Adult Education Association was successful in obtaining
restoration of $87,000 in state subsidy for adult education, an amount which
had been cut in previous budget discussions. This resulted from the work of
the Executive Director and the lobbying firm of Howe & Company, as well as
individual contacts by members of the association to members of the
Appropriations Committee. Our state appropriation is currently $4,977,534.
General advocacy strategies include an annual Hall of Flags reception for
the legislature and staff, organized invitations to legislators by their
local programs to visit, a variety of printed reports distributed to each
legislator, education of legislative leadership about adult education, and a
phone/e-mail chain for legislative contacts.
The coming year may see some additional funding for adult education in the
college transitions area resulting from the recommendations of the Compact
for Higher Education. The critical vote on a tax cap is scheduled for Nov. 2
and the association is active in working to see that this measure does not
pass. Nov. 2 is also critical in determining control of the legislature,
particularly the State Senate. Term limits in Maine create an atmosphere of
constant turn-over in leadership and the need for continuous education
regarding the importance of adult education.

David,
State funding for the Adult Education & Literacy system in Vermont
increased by $499,999 for FY 05 (July 1, 04 - June 30, 05) making a
total of $3,897,399 from General and Education fund $$s. (We have no
idea why the increase didn't go to $500,000.)
