Tanya,

One reason for adult literacy is in an observation that goes like this:   
Why are so many bodies floating down the river?   

It is my feeling that knowing what went wrong is a good way to figure out 1)  
   how to remediate, 2)     how not to repeat mistakes.

In k12 education, what does money buy?   Adults.   Educated adults.   
Materials aren't really the problem, it's not enough adults.   I don't blame 
administrators, either, except where they are incompetent, venal, etc.   Not enough 
adults.   Not enough money to hire the adults.   

Adult literacy 1)     should form state coalitions, 2) should increase 
teacher education, and 3) should include in it's programming elements that are known 
to have prophylactic effects against school failure for kids, like health 
services.

I worked in 6 schools.   Teachers   have to know   how to   counter the   
pernicious effects of poverty, deprivation, neglect when they work in poor 
schools.   Not all parents care about their kids, teachers have to be able to deal 
with the effects of that in the classroom.
