It sounds as though you are making a distinction between literacy and 
reading, that literacy becomes reading as social use.   The techniques of both 
literacy and reading then respond to   different student needs. If so, how did you 
come to notice the differences in student needs?   Is the distinction you are 
making linked to different personal characteristics?
