You also have to   have competent people running the school system.   I 
reported last week about 2 special ed students whose tuition was being 
paid--$40,000--at   special schools because the local well-funded school system was unable 
to correctly diagnose their learning   problems and muster the appropriate 
teachers to do the   job.
