Fran,

In relation only to people who have attended US schools, there are three 
types of potential adult students:

1)     drop outs who want GED's.
2)   drop outs who want to improve their literacy skills
3)     high school graduates who want to improve their literacy skills

As Art implies, the US "lens" on education is the k12 experience.   This is 
the vocabulary that everyone understands, so it makes sense to use this 
vocabulary.
