Fran,

I think you could say, "X numbers of our citizens read at Yth grade level, 
even though they have a high school diploma," and put it on a subway sign and 
get people to read it, but who would care?   Would people say, "They should have 
stayed in school?"   I think so.

I think the target audience for such ads/communication should be defined, 
then focus groups used to promote the best way to get the message across.

By the way, what is the message?   Low literacy is not a disease, does not 
require a wheelchair, is not a physical disability.   "Campaign," "war" and 
"crusade" have been used in the past but they seem off the mark these days.
