Can anyone shed light on the validity of Sandra Baxter's statement that the National Reading Panel "revolutionized education"?  I haven't a clue what Baxrter is referring to.  Also, does anyone know where I can get a copy of Research-Based Principles for Adult Basic Education Reading Instruction,   which was referenced in Daphne's posting?
