[AAACE-NLA] Who's Accountable? Drop in HS/GEDs in AELS [faked-from]

Has anybody thought seriously (a study?) about the effects of TANF on the 
GED?   Following Tom, the numbers started falling in 95-96 from 346,195 (94-95) 
to   331,511, and went to 181,642 in 01-02.   Any hunches?
