I am so glad you broached this topic.   I think the way to go is 
collaborative--network   the adult literacy services.

The downside is that it is easier to make one massive cut that affects 
everyone.

Collaborative networks are a great idea politically and educationally, 
also--share resources, and enable providers, learners, to lean on legislators, 
together.
