NIFL Stakeholders Meeting
As one of the observers, I would say that Gail did a fantastic job of
taking notes even though she was a participant! And I agree that it was
a reasonably useful day.
I did wonder, however, what NIFL meant by stakeholders, and why some
very qualified folk who are in the trenches were not there. At least I
didn't see them, and it was a fairly small crowd (about 30 people or
so). Clearly the people who were there should have been there, but so
should have a lot of other people. I didn't get the sense that the NIFL
board was going to continue this dialogue in any public way, but would
take the comments from this dialogue and use them for their continuing
strategic planning.
My impression of the board, this being the first time I'd seen them in
operation, is that as a group they're thoughtful and are willing to be
open to ideas. I also think they know what they don't know about
literacy, particularly in adult education--which was a relief, but also
a bit worrisome. Hopefully they will keep their word and continue a
dialogue with the literacy community. Perhaps the fact that they had to
have two groups for adult issues over against one for children might tip
them off to the fact that our needs are pressing and should play an
important role in their planning, rather than somehow be lumped into
what was constantly referred to as the "lifespan."
To those interested, keep Gail's notes. I suspect what will come out of
NIFL will be even shorter.

George, I want to thank you for your summary. While, as usual, your
prose is dense, it is precise, and I am taking the liberty of passing it
on to my Board members. I think there needs to be more widespread
understanding of our work in the context of societal/historical forces,
and you have captured much in a pithy few paragraphs. As a note on this
listserv medium of communication: I would also observe that while I
wondered for a while if the Andres/Andrea dialog along these lines was
of real relevance to a list on Advocacy, I think that finally the
discussion has moved around to how all this affects the message we are
trying to "get out there". Does anyone know if anyone (in addition to
George) is working on some kind of a history of adult ed with an
emphasis on placing that history into this broader context? George,
how is your book coming along, anyway?

Colleagues,
States (Governors), it is said, have more ability now to consolidate
federal funding streams for adult education and literacy. When people
say this they often have in mind waivers, and perhaps other things.
I would be interested to learn about states that are trying to do this:
to consolidate all adult education and literacy resources, and manage
them out of one state agency : State K-12 Education, State Higher
Education, State Labor, or State Workforce Development.
Is there a state that has succeeded in doing this? If so, which
one(S) ?
Is this CONSOLIDATION a good idea or a bad idea? Why?
Are there other effective models of collaboration at the state level
(e.g. a lead agency among several partner agencies setting standards,
but no consolidation of funds)
What are the issues that states struggle with in trying to do this? For
example, how do states that consolidate federal funding from different
streams handle the complicated federal funding source reporting issues?
Although I think this would be an interesting online discussion, if you
wish to respond privately, that would be fine, too.

>From my perspective, Wednesday's stakeholders meeting was very
successful. Thanks to the NIFL Advisory Board, with significant
assistance from the staff, for pulling together a group of good thinkers
from diverse backgrounds and disciplines. It was interesting and
challenging to think and talk about literacy practice, policy, and
research * the implications and intersection of these three key areas.
My goal is to provide an overview of the day's discussions and outcomes.
As a caveat, I want to remind you that I was very much a participant and
engaged in listening, contributing, and synthesizing information in real
time. I made notes when I had the opportunity, but did not record every
action or conversation. At the end of this long day, I had a bit of
trouble reading and interpreting my cryptic notes. Throughout the day,
in large and small groups, there were real note takers. In a few weeks,
these notes will be sent to the participants. These notes will be a good
reminder of what was said, argued, and ultimately, agreed upon.
In the meantime, I want to share my notes and observations. I also hope
that my fellow colleagues and stakeholders will add to and amend what I
say.
Literacy Stakeholders Meeting
NIFL Advisory Board
NIFL Staff
Stakeholders from the field of adult and children's literacy.
Carmel Borders, Chair of the NIFL Advisory Board, welcomed the group and
noted that this meeting was the beginning of an ongoing dialogue.
William Hiller, NIFL Advisory Board member and chair of the strategic
planning committee, briefly explained the Board's strategic planning
process. During this process, the board examined Strengths, Weaknesses,
Opportunities, and Threats (SWOT). Bill also identified the generic set
of questions that guided the strategic planning process.
1. Is the Institute adhering to its mission?
2. How useful has NIFL been to the other organizations, i.e. the
stakeholders?
3. What are the key gaps in understanding literacy across the
lifespan?
4. How familiar a you with NIFL's accomplishments?
5. What are your key concerns?
He noted that good strategic planning always includes the stakeholder.
Two Hour Small Group Discussions
Each group included 5-6 representatives from the field, 2-3 NIFL board
members, an outside facilitator, NIFL staff as flip chart recorders, and
a note taker. The discussions were organized around four guiding
questions. At the end of each question and discussion period we were
asked identify and prioritize issues. There were three groups, two
representing adult literacy and one representing children's literacy.
Each group addressed the following questions.
1. What are the most important literacy issues we are facing
concerning adults/children?
2. What must be done to address these issues successfully?
3. What, if anything, is being done by your organization or other
organizations to address the issue that we identified as the most urgent
priority?
4. What are the three most important things the Institute can do to
make a difference at the federal level?
Following lunch board member summarized the discussions and outcomes
from their group.
Adult Literacy I
Priorities
1. A field-wide, quantifiable statement of the problem
2. A vision of what successful adult education looks like
3. A cohesive communication strategy
4. Action-based awareness campaign
NIFL's Role
1. The leader, convener, authoritative source, and information hub
on lifespan literacy and analysis
2. The primary information source for policy makers and
administrators
3. The proponents of an action-based awareness campaign to
encourage and enable policy makers to take the next step..
Adult Literacy II
NIFL's Role
1. Coordinating programs and systems by identifying and sharing
information and resouces
2. Collaborating with the Interagency group to effect policy
development.
3. Coordinating, collecting, distilling, and disseminating
literature and research
4. Professionalism of the field.
Children's Literacy
What's needed in the field:
1. Vocabulary Instruction
2. Pre-service for teachers
3. Professional development
4. Public Policy
5. Coaching
What can NIFL do?
1. Serve as an umbrella agency for lifespan literacy
2. Provide a forum with other specialized associations regarding
successful initiatives
3. Disseminating research and promising practices
4. Promoting collaboration.
Bill Hiller closed the stakeholders portion of the meeting by giving us
a personal and organizational assignment with the goal of engaging more
people in the process and discussion.
1. Based on what we heard today, what personal commitment would you
make?
2. How are you going to use your position to influence 5-10 other
people?
