George,

Go to an effectiveness model.    Effectiveness includes goals, efficiency means speed.

Given X inputs,what goals can reasonably be reached, and how long will it reasonably take?  Comparability of data = comparable programs.  Comparisons can be within groups, don't have to be between groups.

My guess is that this is a strength of ProLiteracy--a recognized methodology, links between programs wthin the ProLiteracy group,  community.

It's not fair to "judge" groups which have very different inputs. 

Like  I said before, you have to assign weights to inputs before  you can get  comparability between group outputs.  That was Tom's point--the delusion of accountability at the federal level.

I think we have to keep working the issue.
