Debbie,

If I were a large scale private funder I would sit down with you guys and find out the nature of the problems you deal with and your real needs.  I probably know by now a couple of your real needs.

I would CERTAINLY train someone to do neuropsych testing, then I would apprentice others to that person.

I  would find your best teacher and apprentice others to that teacher.

I would have you sit down with me and do a needs assessment for your program/programs.  This needs assessment  would probably come up with multiple types of assessments, meaning multiple goals, for your students.

I would have you do a little  study of "resilience" with your long-time students--why they come, why they stay.

This is just off  the top of my head.

If I were a large funder I too would want "hard" data, but I would certainly be  willing to look at and try to resolve all the factors that make the "hard" data  impossible to get as the situation is now.  It's nuts to do otherwise.  If  you're trying to build a house you take into account soil, weather,  availability of materials, labor, many things. We expect that, it's not a mystery.
