One possibility is that programs opt out when the TABE, for example, is mandated. This was brought up maybe a couple of years ago, and surfaced again this week, via posts from Art LaChance and Nancy Hansen.
Basically, being tested may be anathema to students who associate tests with failure. Nancy told me that S.Dakota ProLiteracy programs taking federal funds dropped from 23 to 6 when the TABE requirement came in. Her reason for opting out was the clear fact that her students would walk out the door if the TABE came in. So...she chose to keep her students and drop the federal funds. I am only mentioning this because she wrote she is exhausted from making this point.
I can think of one or two "performance requirements" from my own life that I would rather not attempt again because of past failure; standardized literacy tests may be one of these for folks who have experienced school falure.
