[AAACE-NLA] Delusion of Accountability in Adult Education (longer)

I think it would sound like "woosh"..the sound of the
AELS experience...
In Syracuse, NY we are working with a local Community
foundation that is graciously funding many family
literacy initiatives over a five year period. As part
of this effort, we are establishing community
standards of excellence for adult literacy providers
using EFF as a core framework, common standardized
assessments, intake and student portfolios and also
stressing the "self-attestation" aspects to the adult
education experience based on customer service,
anecdotal evidence of reactions and transformations.
Question: Is there a core set of survey questions and
methodologies existing that could guide us in our work
on this latter "soft" yet equally rigorous and
important (per our group's opinion)aspect of
establishing community standards for literacy
programs?
P.S. many of the calls for baseline and benchmark
components come from the business community upon whom
we will expect to hold standards regarding their
contribution to the local literacy system such as
referrals and accommodating workplace literacy
programs, awareness campaigns, etc.
