Tom Sticht's summary of the failure of the NRS is a succinct summary of
most of the points dicussed here and in other forums since the WIA was
passed in 1998.  I wonder:  should not this report be sent to all the
members of the NIFL Board?  I'm also forwarding it to the congressional
