You are right that the Constitution does not provide for
the Federal Government to "meddle" in education. However,
it does provide the political basis for an education for all that
supports the continuing of what it's about--a democracy.
Also, the government is "federal" because it provides the
support for such state developments <within its stated
framework> of rights, etc., which is to all of our advantages,
and which does not necessarily mean "private" developments.
It may, in some cases, suggest and support public (for everyone)
rather than private (for some) developments in education.
