We have an adult ESL program housed in a non-profit, social services agency 
and that is working well for us.  Lutheran Social Services of SD, Refugee 
and Immigration Programs is able to provide a "one-stop" for refugees and 
immigrants.  Services include immigration counseling (we employ an 
immigration attorney), interpretation, case management, employment 
services, nursery for children of adults in classes, orientation classes in 
native language for newcomers, pre-employment classes, citizenship 
preparation classes, computer classes and of course a variety of levels of ESL.

Advantages:
         one-stop shop for immigrants
         staff of many cultures and languages
         flexibility
         non-profit eligible for a variety of grants

Disadvantages:
         non-profit level salaries (less than teachers in other settings)
         education is not the central mission
         students sometimes feel that this is a place for "needy" clients 
not "serious" students

Overall, I feel this is an advantageous setting - especially for Beginning 
level learners.
