I don't have an answer to your question, but I'm including the American
Library Association's literacy discussion list in this reply in case
they have a response for you. If your question is not appropriate for
the NLA list, then you'll at least have another source for information.

I would like to start a new discussion theme, which may or may not be
appropriate for this list.

      The question takes on, in a way, from comments that Thomas Sticht
contributed a few weeks ago.
      My question is the comparative benefits of a non-profit literacy
provider agency affiliating with a public library vs. a community
college.
There are various kinds of trade-offs to be made in each arrangement.
      Even though as a former librarian, I would favor that linkage, I
think there may be stronger benefits in the adult (ABE/GED) education
context to locating on a community college campus.
      The reason for my question is that I am actively involved in a
non-profit, volunteer literacy agency that is seeking to share
facilities
and programmatic support with a community college or a public library.
      Do you have, or know anyone, with experience in
analzing/evaluating
these issues?
