[AAACE-NLA] issues of interest

IF ESL IS RUN BY COOPTED BUREAUCRATS AND CHILDREN ARE NOT AFFORDED THEIR RIGHTS UNDER THE LAW AND TEACHERS ARE AFRAID TO SPEAK OUT AND PARENTS DON'T KNOW WHAT THEY COULD DO IF THEY WERE LEGAL BECAUSE THERE IS NO ONE TO TELL THEM AND IF ANYONE WHO TRIES TO SAY THERE IS A PROBLEM IS LABELED A TROUBLEMAKER....then I would say we have a problem 

but none of the above could be true.....since everything is ok, according to those who run things in PA and MD
