  Would Ms. Keenan spell out the actual law that disallows any
  promotion of specific legislation, and cite the specifics.
  Such law may well exist, but we need to know what they are,
  and we need this knowledge chapter and verse.
  We also need to know if said laws (if they exist) are contestable
  or are being contested.
