[AAACE-NLA] WIA, WRA, AEFLA?

I need clarification quickly about the NAMES of the federal legislation we
are concerned about right now: I thought the Adult Education and Family
Literacy Act (AEFLA) was the term used for the federal legislation passed
in the early 90's, which at that time was independent of legislation
regarding the Labor Department, and that the Workforce Investment Act of
1998 (WIA) for the first time "married" education and labor into Title I
and Title II under one act, and that the legislation now under
consideration by the House/Senate Conference committee is called the
Workforce Reinvestment Act (WRA. Is this correct or not? On top of this,
the side-by-side comparison of the House and Senate version is headed the
Adult Education Act again. Now I'm really confused.
David Rosen commented that the Senate version of the WRA used the AEFLA as
a beginning point. David, do you mean the 1991 law was the point of
reference? Or the 1998 law? Or do I have this all screwed up?
Since I am meeting tomorrow with aides from Senator Lindsay Graham's
office, I need to have this straight. Many thanks.
