[AAACE-NLA] Pennsylvania advocacy

Pennsylvania plans an active advocacy campaign once we see a side-by-side and 
can develop a position on all the issues.  PAACE, the Pennsylvania 
Association for Adult Continuing Education, is addressing reauthorization as its 
Midwinter Conference the first week in February and will discuss the major issues in 
the reauthorization and the differences between the House and Senate versions. 
 For example, although the Senate version is "friendlier" to NIFL and I 
strongly support that, the House version is "friendlier" related to data that would 
have to be collected on youth dropouts.

We look forward to joining the advocacy efforts.
