Debbie and others,
The Center for Law and Social Policy has a side-by-side document posted
on its web site, but it is ONLY for Title 1. www.clasp.org
<http://www.clasp.org/>
The Workforce Alliance has similar info. www.workforcealliance.org
<http://www.workforcealliance.org/>
The National Immigration Law Center www.nilc.org <http://www.nilc.org/>
has good info on issues affecting LEP population. Click on 'Immigrants
and Employment' and then on "workforce development".
I could have sworn that I've seen a side by side for Title II but I
can't locate it tonight.

George, my friend, with respect, I must say that the problem here is no
one has done the work involved to compare the two and then send a report
to the list, but everyone is certainly invited to step up to the plate.
I have done this before to compare the House version with the 98 law,
but I haven't had time to do the same with the House and Senate versions
of this year.
Folks, we can't wait around and let some kind person invest the time and
then report so the rest of us have the luxury of sitting on our rears.
We all have a responsiblity to be as informed as possible, and that
includes doing our own analysis and research, which you can be sure I
will do before our legislative luncheon next Tuesday. IF, IF, IF I have
the time to synthesize a report for the list, I will do so, but I hope
nobody is waiting around for the spirit to move them or for someone else
to make the effort. The NIFL site has links to the actual texts.
