For what it's worth, I disagree with Janet and I think Fran is on to
something.  However, such an effort would require contributions from
individuals, not from programs.  There are many legal issues involved in
program contributions. 

Proliteracy needs a PAC centered on national House, Senate and Presidential
candidacies, and a PAC fund controlled by that committee. (The NEA's system
would provide a model for such an effort.)  If such an apparatus already
exists, it surely isn't publicized.
