David, George, Tom--

I recently heard a comment:   "Type of assessment determines content."   How 
about the NRS and ANY types of adult literacy which do not follow a standards 
approach--is the content distorted to match the required type of assessment?   
Or, might there be a belief that if the learning is sound enough the students 
will do well on standardized tests? 

 I am asking about assessment following teaching, I know there has been a lot 
of discussion about pre-testing.   But feel free to add-on if you think this 
distorts the whole process...(or not).
