In Texas, a lot of programs have been cut. Twenty six thousand children in El
Paso who qualified for the Children's health insurance program lost health
insurance from one day to the next. This is the state that was not going to
leave any child behind. Also, because of higher unemployment, enrollment at the
college and university has gone up. However, the state mandated a six percent
cut in higher education, so the college and university both lost big bucks. One
way that the college addressed this w/o cutting too many services was to
reduce insurance benefits. Prescription drugs now run between $15 and $50 for
insured people. Employees who need a lot of prescriptions are fuming.
My program specifically lost some fundig, but we anticipate a big cut next
year. The budgets for some of the grants that I run were authorized the prior
year. A big one is the Migrant education GED grant. It goes in 5 year cycles.
People renewing their fundig next year are out of luck.
Anyways, a friend of mine estimated that the Iraq invasion was actually going
well for those who support it. The USA controls the country and the oil
supply. It only costs the US army about a soldier a day or 365 per year. A small
price to pay to keep the oil men happy.
